Compact
The Compact is an agreement between the voluntary and community sector and statutory organisations such as the police, the council and the local health authority about the way they work together to improve services within the community. The B&NES Compact, is one of many that has been agreed across the country with its aim to improve mutual understanding and encourage a more effective working relationship. The Codes of Good Practice give more detailed guidance on how this agreement operates in the four main areas of, Equalities, Funding, Involvement and Volunteering. Compact Code on Funding - The Compact Code of Good Practice on Funding was produced in 2005 by a cross-sectoral working group including the local authority, NHS organisations and the voluntary and community sector (VCS). The code does not now adequately reflect the current funding environment for the VCS, particularly in relation to developments in commissioning but also because the code has not been implemented consistently across statutory organisations. The Care Forum, on behalf of the Compact Board, is trying to set up a cross-sectoral working group to review the funding code and produce a new code of good practice that reflects the requirements of all sectors in relation to effective and productive funding relationships. The Care Forum would like to hear from local voluntary and community groups who are interested in being part of this working group. It is likely the work would take some time (at least six months including consultation). What Makes a Successful Local Compact? Research has show that a lack of trust and communication between charities and public sector bodies is hampering the development of local Compacts This study, by the Commission for the Compact and the Institute for Voluntary Action Research, surveyed a sample of voluntary and public sector bodies in order to discover what makes a successful Compact. COMPACT CODE CHAMPIONS
Each code of good practice has a designated champion whose role is to promote awareness and understanding of the Compact code and to encourage compliance with it's principles.

THE COMPACT BOARD
The local Compact Board is a cross sector board which meets regularly to review progress and to implement action aimed at bringing the awareness and understanding of Compact to the forefront of public planning and policy. The board is currently recruiting a new independent Chair

CONFLICT RESOLUTION
The aim of the Compact is to improve mutual understanding and encourage a more effective working relationship. However because of the diversity of groups and individuals working together, conflicts may arise that could need outside mediation.
