FUNDING ADVICE - B&NES CVS Referrals to CIB
Until end March 2008 B&NES CVS provided funding advice referrals to CIB
Charities Information Bureau..
However, CIB are sorry that from March 31st 2008 CIB will no longer be
in a position to offer free funding advice in B&NES. Initially,
government funding enabled CIB to develop services into B&NES but
that money ran out quite a while ago. Since then CIB have received very
little funding from the area and, with great reluctance, have decided
that they cannot continue to subsidise it themselves. The current
Charities
Information Bureau website carries much information on
funding and fundraising together with a good useful links section. Their
new website (available shortly) has had a complete revamp with funding
help from Sport England, and offers not only a FREE searchable facility
for individual project searches but also ready to go packs for
particular themes, such as Sport, Health & Social Welfare. There is also
a link to a bi-monthly regional bulletin which gives information on new
grants, selected ongoing grants and local funding information. See:

At present CIB are awaiting the outcome of several funding bids and are hopeful that they will be able to start the free service again in the future. All appointments made already will be honoured and referrals and enquiries in March will be provided with a search of the database. From April 1st, CIB can only offer their service to anyone in B&NES at a cost of £37 per hour.
B&NES CVS will continue to offer generalist funding advice to any VCS group in B&NES and we are in the process of developing a funding advice pack to support groups. In the longer term B&NES CVS will train a member of staff to deliver more detailed funding advice.

Finance Hub - The Finance Hub has produced a range of practical resources and tools to help you to find and better manage your funding. These can be downloaded from their website free of charge www.financehub.org.uk . Content on the website has been updated with a number of new sections added including information on taxation, writing a funding application and grants and contracting. Funding for the Finance Hub ends in March see below.
National Hubs Update The funding from Capacitybuilders for the six National hubs will ended in March 2008, (except the ICT hub in May 2008 and the Workforce hub in Sept 08). Nine National Support Services workstreams replaced the Hubs from 1st April 2008. For information on these support workstreams please see the Improving Support website. OPEN4COMMUNITIES FUNDING PORTAL
Open4Community is a website that allows you to search 1000's of funders easily. It has been created with voluntary and community organisations in mind. This portal provides you with comprehensive coverage of government, lottery, EU. non government and charitable trust funding opportunities in our area. The Voluntary and Community Sector Funding
Portal is free to use and has been developed by the Directory of
Social Change with initial funding from the Home Office Active
Communities Unit. It is now funded by the Office of the Third Sector and
aims to provide 'a common point of access to Government grant funding
for the VCS'. The site offers features including: searchable database of
key information on grant schemes, downloadable application forms and
guidance documents, online grant applications, personalised user profile
(where you can save previous searches), email alerts about new and
updated schemes that match the criteria you select, and much more.

Cost Recovery Training - Acevo and NAVCA are running the third and
final year of Full Cost Recovery training, September 2008 - February
2009. The course will give you the knowledge, skills and tools to offer
sustainable support in Full Cost Recovery to smaller third sector

Chancellor Announces Package of Measures on Gift Aid
In his Budget 2008 speech, the Chancellor announced a series of measures to drive up levels of giving through Gift Aid. Following a consultation launched by the Minister for the Third Sector and the Chief Secretary to the Treasury in June 2007, the Government is implementing a package of measures including: * Transitional tax relief worth around £300 million. * Audit and record keeping reforms which allow charities to aggregate donations under £10 in Gift Aid claims up to a total of £500. * Guidance and support via a new Gift Aid web information service and development of a Gift Aid toolkit. www.direct.gov.uk/giftaid . * Support for small charities wanting to access the scheme. The 2008 Budget document also reinforces the Government’s commitment to see three year funding agreements with the third sector as the norm.
My Charity Page is a new social networking website for fundraisers that allows them to accept online donations for their fundraising activity. Its free for charities to register and charities receive 100% of the donation. Futurebuilders launches new Tender Fund - Futurebuilders England has launched a new interest-free loan fund for third sector organisations struggling to meet the cost of tendering for public sector contracts. The £1m Tender Fund is intended to help third sector providers win contracts where prohibitive tendering costs would otherwise make it difficult for them to bid. More details.

Bath Building Society Charity Awards Programme - Applications are invited from groups operating in Bath & North East Somerset for these grants ranging from £100 - £1000. The Innovation Exchange Next Practice Programme works with third sector innovation in relation to independent living and excluded young people. 'We aim to help third sector innovators to develop, evaluate and grow their work. 'We will do this by offering both generic in-kind support - coaching support and a small number of events - and bespoke support, designed around projects’ particular characteristics.' Applicants could also be eligible for grant funding of up to £50,000 from an associated programme run by the NESTA. . Opportunities for Volunteering (OFV) 2009-2012
This scheme has approximately £6.7 million per year to fund projects
involving volunteers in health & social care activities. Grants of
£10,000 to £40,000 per year are available for a three year period.
Voluntary sector organisations (including self-help groups, community
and not-for-profit groups and registered charities) are eligible to
apply. The funds are distributed via 16 national charities, referred to
as 'national agents'. One of these agents is Volunteering England and
their aim is to fund projects that involve volunteers in the following
types activities: Supported volunteering; Projects that demonstrate a
link between volunteering in health and social care activities and
employment; Befriending and support for people with specific health and
social care needs; Support for people with specific health conditions
(not covered by other national agents); Health promotion; Health

The Quartet Community Foundation: Express Grants of up to £2000 - The Quartet Community Foundation Express Grants programme is now awarding grants of up to £2000. Express grants are available to local voluntary and community groups in need of immediate funding, working with people who are disadvantaged or isolated due to poverty, disability, age, location or culture. Older people’s groups addressing issues around health and wellbeing may be eligible for grants of up to £2500. Applications can be made at any time. See The Quartet Community Foundation website.
South West Foundation Network Development Fund - aims to support and help develop high quality networks operating at local, county or regional level throughout the South West. The networks funded must prioritise shared learning between Network members with the aims of working together to improve practice within the field in which they operate and for the Network to be enabling its members to have voice and influence. UnLtd Sport Relief Awards - This UK wide funding programme is for 11-21 year olds, who are prepared to use their passion for sport to bring respect and understanding to their communities by setting up their own projects. Funding of £250-£5,000 is available. Applicants will need to have a project advisor such as a teacher, youth worker or parent who will help them with the application and support them with their project. myplace
- a major non-lottery funded programme who are
distributing and managing up to £190 million over two years on behalf of
the Department for Children, Schools and Families (DCSF), with the aim
of delivering world class youth facilities that are driven by the active
participation of young people. myplace will only fund projects that will
deliver on all four of the outcomes below and demonstrate evidence of
the real participation of young people, particularly disadvantaged young
people, in the development, design and future of running of the project.
1. more young people, parents and communities feel that
young people have exciting and safe places to go in their leisure time
where they can get involved in an attractive range of activities; 2.
more young people, particularly the most disadvantaged, participate in
positive leisure time activities that support their personal and social
development; 3. more young people have access to information,
advice and support services from within places they feel comfortable;
4. stronger partnership working between local authorities, third,
private and public sector partners to plan, deliver and operate
financially sustainable youth facilities with and for young people.

Fund Opens to all Third Sector Organisations Delivering Public Services.
From April 2008 Futurebuilders will extend
its support to organisations working across all areas of public service
delivery, including sport, recreation and leisure, environmental
projects, waste and recycling, legal aid, and the arts. Offering
loans-based investment packages, Futurebuilders provides flexible
finance to organisations that are delivering public services or want to
start contracting with public bodies, such as local authorities, primary
care trusts or learning and skills councils. Loans are offered at
a standard rate of 6% and are often combined with grants and
professional support to help build capacity for generating income and

We:Network – Small Grants Fund -
We:Network seeks to bring positive change to all spheres of society in
the Bristol, Bath and former Avon region. Small grants of between
£200-£5,000 are available to projects involving Christians from more
than one congregation. Both new initiatives and existing projects are
eligible but must be part of an ongoing network or relationship. The
funds are aimed at people, networks, training, skills and activities
rather than capital projects unless these are key to release people to

YouthBank Funding for 2008-9. Government funding for the Youth Opportunity Fund and Youth Capital Fund has been confirmed for the next three years (2008-11). Each fund has approx £80,000 a year to give in grants to projects designed by and for young people aged 13-19. There will be three funding rounds for applications of any size (including small grants) plus two extra rounds just for small grants of £1000 or less. Various funding deadlines up to 30 November 08. Big
Lottery Young People’s Fund 2: Local grants - The programme is open
to voluntary and community sector organisations providing the chance for
young people to lead on developing the activities and services that they
want in their local area. Grants are between £10,000 and £500,000 to
support activities and services lasting between 1 and 5 years. Up to
£50,000 can be applied for to develop land or buildings on developments
costing no more than £200,000 in total. Up to £38 million is available
to support projects across England - grants will only be granted where
young people lead from start to finish. Application closing date: 16
October 2008.

Partnerships to Reduce Offending. The Tudor Trust and the
LankellyChase Foundation are working together to support voluntary
organisations working within the criminal justice field in the South
West of England. Both have a strong interest in helping to strengthen,
equip and develop voluntary and community groups in advance of and
during the roll-out of the National Offender Management Service (NOMS)
in the South West. Both Trusts have considerable experience in funding

Tudor Trust is an independent grant-making trust which supports
organisations working across the UK on projects which address the
social, emotional and financial needs of people at the margins of our

Age Concern Bright Ideas Programme. This Programme offers grants of up to £2,000 towards new or expanding services or activities which directly benefit older people. Grants are available to support day centres and luncheon clubs, visiting & befriending, information & advice services, health & safety initiatives, arts, cultural and reminiscence activities, foot care, bathing and hairdressing, respite for carers, gardening and domestic services, and activities enabling older people to make their voices heard in society. Funding is available to any voluntary body in England whose objectives are charitable and are to promote the welfare of older people and whose annual turnover is less than £200,000. The Baring Foundation “Strengthening the Voluntary Sector” Grants Programme. Open to registered charities or constituted not-for-profit organizations this programme provides grants to help organisations to maintain or increase their independence from government by supporting work to strengthen core systems, skills, structures and strategies. In 2008 the programme will focus on strengthening the independence of advice and advocacy organisations. Full guidelines are posted on the Baring Foundation website
The Wakeham Trust provides grants to help people rebuild their communities. They are particularly interested in neighbourhood projects, community arts projects, projects involving community service by young people, or projects set up by those who are socially excluded. The
Local Food Fund is a £50 million grants programme funded by the Big
Lottery Fund. The Programme aimed at making locally grown food
accessible and affordable to local communities. Grants from £2,000 up to
£500,000 will be awarded to not-for-profit groups and organisations in
England delivering such projects as growing, processing, marketing and
distributing local food; composting and raising awareness of the
benefits of such activities. A first stage application can be submitted
at any time during the next five years (2012). Only Beacon bids of

GlaxoSmithKline’s IMPACT Awards are
designed to recognise and reward charities that are doing excellent work
to improve people’s health. The awards are open to registered charities
that are at least three years old, working in a health related field in
the UK, with a total annual income between £10,000 and £1 million. Ten
winners receive £25,000 and an overall winner is awarded an extra
£10,000. Highly commended organisations or runners up receive £5,000 or
£3,000. The awards are designed to recognise success and achievements
for existing work so you do not need a new project

The
Joanies Trust (UK).
Registered charities working with young people
aged 11 to 25 are eligible to apply for grants through the Joanies
Trust. Each year the Trust makes approximately 30 grants with an average
value of £1,000 to support projects that offer intensive support to
young people as well as those that promote preventative work, and
especially those that are designed to lead to individual development
through integration, work opportunities or accreditation. In particular
the Trust is looking to support projects that show innovation and
imagination as well as evidence of close consultation with young people
in developing their project. See the

Fund for Older People in the West of England
The Fund for Older People at Quartet offers grants of up to £2500 to
small organisations improving the lives and health of older people in
the area. Applicants must be based and working in Bristol, Bath & North
East Somerset, North Somerset or South Gloucestershire and the work of
the organisation must benefit people who are disadvantaged or isolated
(whether due to poverty, disability, age, location or culture). To apply for a grant contact:

Monica Trust Community Fund
Grants of up to £10,000 will be awarded in 2009 to organisations which
fulfill the following criteria: Benefit people (over 55 years old) who
have a physical disability, impairment or physical health problem where
substance misuse (including drugs, alcohol or addiction to prescribed
medication) is, or has been, a contributing factor; Benefit people
living in Bristol, North Somerset, Somerset, South Gloucestershire,
Gloucestershire, Bath & North East Somerset and Wiltshire; Make a real
difference to people's lives; Are a properly constituted, not-for-profit
organisation. Consideration will be given to projects working with
people under 55 only if their substance misuse can be shown to have aged

makes grants to individuals on an ongoing basis.
Kellogg's Active Living Fund
The fund will give small
grants to fund projects and activities that directly lead to people
taking part in sustained physical activity. The aim of the fund is to
help remove the “barriers” which stop people being active. Kellogg’s
Active Living Fund is very keen to fund activities that enable adults
and children to exercise together. Kellogg’s will make a grant of up to
£1000 but will only fund activities or projects where the grant makes a
significant impact. For example Kellogg’s would consider a grant of
£1000 to a £2000 project but will not consider a grant of £1000 to a
£10,000 project. A panel of Kellogg’s employees meets every two months
to assess applications. You should receive a decision on your
application within approximately ten weeks of submitting your

Government Funded Training Now Available For
Volunteers. Until recently, government
funding for training was only available for the people working in the
commercial sector, but this has now been extended so that volunteers in
any sector can access funding through the Train to Gain programme. Train
to Gain provides funding for volunteers to complete an NVQ in a subject
relevant to the work they do – all training takes place in the work
place and there are no evening or weekend classes to attend. To be
eligible for Train to Gain, volunteers must be 25 years or older and
must not hold qualifications equivalent or above five GCSEs grade A-C.*
There is no minimum limit to the number of hours worked by the
individual and there is no need for a written agreement to be place
between the organisation and the volunteer. If you or anyone you know is

Train to Gain Level 3 Trials - NVQ funding
(starts Sept 07)
This funding is available for those employees that already have a Level
2 or Level 3 and need a further qualification.
Funding requirements.
It Could fund a Level 3
or it is possible to fund a Level 4 (Jumper). However, as an employer
you will need to contribute 37.5% of the cost, for example NVQ Level 3
Site Supervisor could cost £2076, the employer pays £692, the remainder
will be funded via Train to Gain, through a Train to Gain accredited

TRAIN TO GAIN FOR THIRD SECTOR ORGANISATIONS, The Learning Skills Council has produced a leaflet looking at how Third Sector organisations can access support for training and developing paid staff and volunteers. This leaflet can be accessed on the National Institute of Adult Continuing Education (NIACE) website. N.B. any training through this needs to have commenced before end July 08.
The Village Core Programme - Funding for Village Shops
The Village Core Programme supports the establishment of a new community owned shop or saving an existing shop by transfer to community ownership. Start-up grants of up to £20,000 per new enterprise are conditional on at least equivalent contributions being raised from the village community and through a loan from Co-operative and Community Finance, a recognised Community Development Finance Institution (CDFI). The programme will not currently support the expansion of existing community-owned shops.
Social
Enterprise Venture Capital Fund - Ethical bank Triodos has launched
this new venture capital fund with £3million to invest in UK social
enterprises. The 'Triodos opportunities fund' aims to invest between
£200,000 and £750,000 in social enterprises that have a proven
business model and are looking to enlarge their operations.
Triodos will work closely with companies looking at long-term
development rather than short-term profit and using its network of
social economy partners to forge connections and open doors. More

Bath and North East Somerset’s Children’s Services
has published the arrangements for submitting expressions of interest
and submitting tenders on a range of extended services on the Council's

NEW GUIDANCE FOR PROFESSIONAL CHARITY
FUNDRAISERS.
From 1 April 2008, fundraisers who are paid to raise money will be
required to tell potential donors how much of each donation will go to
charity and what proportion goes towards their own wages.

SOCIAL
NETWORKING TIPS TAILORED FOR CHARITIES
A new book will give charity fundraisers the practical tools to tap into
social networking opportunities on the web. The book, entitled:
'People to People Fundraising: Social Networking and Web 2.0 for
Charities' uses hands-on techniques and case studies to explain how
non-profit organisations have used the internet to encourage large
numbers of people to support a charity or cause. The book reveals how to
use MySpace and Second Life to influence social change, how to influence
single-gift web donors to become regular givers and the power of
celebrity in building communities. The book draws on the expertise of a
team of internationally respected names in the field and is edited by

The 20th Edition of this directory of 2,500 grant making trusts has now been published by the DSC. Order a copy from the DSC website. You can also order the CDRom: Grant Making Trusts 2007/2008 which details 4,000 trusts and has a search engine facility.
EVALUATION OF THE NATIONAL PROGRAMME FOR THIRD SECTOR COMMISSIONING:
BASELINE REPORT -
FEB 2008
This is the first report from the outcome
evaluation of the National Programme for Third Sector Commissioning.
The research explored current commissioning practices and attitudes to
third sector involvement in public sector commissioning. The research
generally reflected an openness amongst commissioners to work with the
third sector but in practice, significant barriers to involvement
remained. For some TSOs, commissioning was seen as a threat to the
diversity and independence of the sector but thers saw it as an
opportunity to move towards funding based on achieving the best outcomes
for user, rather than a more ‘patronage’ based system of grant giving.
Yet TSOs, and in particular smaller TSOs, were disadvantaged by
commissioning processes, so that they were not ‘on a level playing
field’ with private or public sector organisations - particularly when
it came to competing for contracts.

FUNDING REQUIREMENTS FOR TRAIN TO GAIN version 3
The main
changes to version 2 are to extend the eligibility of Volunteers
(p.17,18 & 21) and the Self Employed (p.22).
In summary; Volunteers are now eligible to access funding where they are
working within an organisation that is accessing the Train to Gain
service (all sectors including third/voluntary). There is no minimum
limit to the number of hours worked by the volunteer and no requirement
for a written agreement between the employer and the volunteer relating
to their work. Unpaid volunteers will participate on the same basis as
the organisation’s paid staff and will be subject to the Train to Gain
eligibility criteria. Wage compensation arrangements will not apply to
unpaid volunteers.
Sole traders can access support through the discrete Train to Gain
fund.Sole traders can not access Contribution to Wage Costs. Please find

TO GAIN FOR THIRD SECTOR ORGANISATIONS, The Learning Skills Council
has produced a leaflet looking at how Third Sector organisations can
access support for training and developing paid staff and volunteers.
This leaflet can be accessed on the National Institute of Adult
Continuing Education
(NIACE) website.

NATIONAL SUPPORT SERVICES INCOME WORKSTREAM - One of nine
Support Services Workstreams and funded by Capacity Builders. The Income

generation.
