The Southwest Regional Improvement & Efficiency Partnership is a one-stop shop window on contract opportunities from a growing number of councils in the South West. Even without registering, you can use the portal to look for information about existing contracts and new opportunities. Visit The SW Regional Improvement & Efficiency Partnership website.

Where to Find Tenders: NAVCA's LCPU has produced a list of websites providing a useful idea of what the public sector is buying both locally and farther afield, and how they advertise tenders. http://www.navca.org.uk/localvs/lcp/briefings/wheretenders.htm

 

Portal for NHS Commissioning Opportunities - Health Services tenders will be advertised by the Primary Care Trust on the Supply 2 Health website: www.supply2health.nhs.uk

The Tender Support Project A new project from the National Association for Voluntary and Community Action offers procurement support to third sector organisationsThe project is being delivered as part of the National Programme for Third Sector Commissioning and will run from October 2009 to the end of March 2011. It will provide individual guidance, advice and support on tender submissions for third sector organisations that are inexperienced or new to tendering and do not have access to similar tender support.
The project aims to help with the following:

  • Assessing tender suitability;

  • Checking pre-qualification questionnaires;

  • Polishing draft tender submissions;

  • Preparing for interviews/presentation with evaluation panels

Evaluation of the National Programme for Third Sector Commissioning: Baseline Report - FEB 2008 This is the first report from the outcome evaluation of the National Programme for Third Sector Commissioning. The research explored current commissioning practices and attitudes to third sector involvement in public sector commissioning. The research generally reflected an openness amongst commissioners to work with the third sector but in practice, significant barriers to involvement remained. For some TSOs, commissioning was seen as a threat to the diversity and independence of the sector but thers saw it as an opportunity to move towards funding based on achieving the best outcomes for user, rather than a more ‘patronage’ based system of grant giving. Yet TSOs, and in particular smaller TSOs, were disadvantaged by commissioning processes, so that they were not ‘on a level playing field’ with private or public sector organisations - particularly when it came to competing for contracts.
